Why does my restore job from local disk goes through 'Staging' before it completes?

I am using backup exec 2014 which is installed on a windows 2008 R2 machine and my exchange version is 2013 which is installed on a windows 2012 machine. my backups just work fine. I am trying to restore a single mailbox from my backup set which resides on a local disk on my media server and it goes through this 'staging' for almost one hour and then completes restoring. I had an impression that staging applies only when you retsore from a tape. Please tell me what could be done here. Thanks in advance.
